SBA Fee Relief for Manufacturers

The Small Business Administration (SBA) has announced a major step to support U.S. manufacturers as part of the White House’s Made in America initiative. Beginning on October 1, 2025, the SBA is introducing fee relief specifically for businesses classified under NAICS Sectors 31–33 (Manufacturing).

What’s changing?

7(a) Loan Program

For manufacturing loans of $950,000 or less, the upfront guaranty fee will be waived (0%) across all 7(a) programs. This reduces a significant upfront cost barrier for manufacturers seeking working capital, equipment financing or expansion capital.

504 Loan Program

For all 504 loans to manufacturers — including those made under the 504 refinancing options — both the upfront guaranty fee and the annual service fee will be waived (0%). This creates meaningful savings for manufacturers investing in fixed assets such as facilities, machinery and long-term infrastructure.

Eligible uses of funds

A combination of both 7a and 504 programs allows manufacturers to leverage SBA financing to strengthen and expand operations, including:

  • Purchasing or upgrading equipment and machinery
  • Expanding or modernizing facilities to increase production capacity
  • Working capital to support day-to-day operations and growth
  • Refinancing existing debt under favorable terms
  • Investing in technology, automation and efficiency improvements
  • Financing export activities to reach new markets

Why it matters

This is the first time that SBA has extended full fee waivers to manufacturers, representing a clear signal of federal support for U.S. production and innovation. By lowering financing costs, the SBA is encouraging manufacturers to invest in modernization, expand domestic capacity and strengthen competitiveness in global markets.

For small and mid-sized manufacturers, this change offers an unprecedented chance to access affordable capital and reinvest in growth.
